add existing tag to tag cloud

  I have more than 45 tags, so not all of them appear in the tag cloud. I have deleted some less important tags so I can add other ones to the cloud. However, when I try to add a tag (that is already in the list), it says I already have that tag. Yes, but how do I get it to appear in the cloud?
