Add external link to featured image

Hi – I want to add an external link to a featured image – it seemed so basic that I spent 2 hours trying to work it out – thinking it’s got to be me whose crazy! Anyhow – I failed.
I clicked ‘edit image’ in the media library expecting to see an ‘add link’ field – there’s none. There is a description field which has a link button so added the url there – the description didn’t even show up in the HTML – let alone link anywhere.
I then found a helpful page which said it couldn’t be easier (http://en.support.wordpress.com/links/image-links/) – just go to the ‘attachment display settings’ and add the link. But where, I ask is the attachment display settings?! Certainly not on my edit image page.
I then tried a couple of plug ins which said the created a meta box and said ‘Go to Links to see it in action’. I spent sometime looking for ‘links’ to see the action – not even sure what ‘links’ means! I have a hunch that it doesn’t exist any more in 3.8.1.
SO – PLEASE dear friends and wordpress experts – how do i add an external link to a featured image?

What I’m trying to do is to add a hyperlink to the image once it’s uploaded to the media library so that once loaded onto a post / page it will be live and link to another page
