Add Form button does not appear when creating a new page

I created a Contact form with WPForms and did it all according to the tutorial at https://www.wpbeginner.com/start-a-wordpress-blog/ but when I create the new Contact page to add the form, the ‘Add Form’ button does not appear on the edit screen. In fact, the other ‘Add Media’ button does not appear right next to it either.
I’ve looked all over for the Add Form button and don’t see it.
Was there a recent update with wordpress? Because the layout I see right now does not match with the pictures in that tutorial.

On what site are you trying to add the form?
The wpbeginner tutorial you reference refers to the open source WordPress software found on WordPress.org, and is not the same thing as WordPress.com. Support for that version of WordPress is provided at https://wordpress.org/support/forums/, though if you’re using a specific plugin like WPForms you need to contact them directly for help using their plugin.
On WordPress.com adding a form does not require any plugins, as all WordPress.com sites come with our own contact form already built in:

Hello,
I have a wordpress.org site and I didn’t notice that this was the wordpress.com forum! I apologize for that.
However, I went to the wordpress.org forum and I cannot see where I can actually submit a question in the forum itself.
Is there a minimum amount of time to be able to submit a question?

The WordPress.org support forum isn’t connected to this WordPress.com support forum. You need to register a new account over there to post into their forum.

Yes, I know they are not connected; what I said was that I went there and created an account and everything and I don’t see where I can submit a new question/topic anywhere.
I can see all the topics for any forum, but can’t find where to add one myself.

There are a number of different forums for specific subjects such as themes and plugins. Just to give an example there is this forum https://wordpress.org/support/forum/miscellaneous/ If you are logged in do you see “+create topic” top left and boxes to complete at the bottom of the page?

Yes, for that specific one I do see the +create topic button, but it doesn’t appear in the forum I need it to.
This is so unbelievably frustrating, no forum I have ever seen has ever been so utterly un-user-friendly as wordpress.org.
Why do they make it so frikin hard to post a question? The forum you linked to is the last one on the list of forums.

You’ll need to take that up with them. I stick here at WordPress.com because it’s relatively user-friendly (and adding a form takes two seconds.. no plugin required).
