Add link to Privacy Policy in footer using Custom CSS

  I want to add a clickable link to my footer area using the plugin Simple Custom CSS.
  I have been searching for a couple of hours this morning and all I am finding is how to customize links but not how to create them.
  Also, when using the custom CSS option, would the code be different depending on which theme you are using?
  Currently I am trying it on a test site but if I can figure it out then I want to implement it on a couple of other sites but they have different themes.

  If you use plugins, then you are in the wrong forum.
  This forum is only for blogs/sites hosted by WordPress.com

  WordPress.COM and WordPress.ORG are completely separate and different http://support.wordpress.com/com-vs-org/
