Add Media Button no longer allows sizing of images. How can this be fixed?

Images can be uploaded, but not sized once in place on draft post.

When you insert an image in your post, you can click on the image and see two icons, a “delete” X and a “edit” pencil. Click the pencil and you will see an edit window that has a resizing option and looks like this:
Also, when you click on the image, instead of clicking the pencil icon you can click and drag one of the corners of the image and resize it from within the post window.
