You have been sadly misinformed, or you’re misunderstanding something. I have 4600 posts in my blog. You can have as many as you like.
Be sure you’re clear on the difference between Pages and Posts http://en.support.wordpress.com/post-vs-page/
Generally speaking, you want POSTS. Google hates Pages, loves Posts.

A free wordpress.com blog comes with 3 GB of free space. You have plenty of room to go beyond 15 posts.
