Add new button is not an option in themes

Hi I am trying to instal the genesis framework and I don’t have the option to “add new” once I click on the appearances-themes.
The blog I need help with is: (visible only to logged in users)

It’s not possible to install outside themes here – for that you’d need a self-hosted WordPress installation, running the software on your own hosting.
