Add new button missing in theme section

  I have downloaded a premium wordpress template and now would like to upload it. One slight problem, the “add new” button in theme section is not available (as described in the documentation of the theme). I only just created a new WordPress account 2 days ago, I didnt change any of the settings yet. So I wonder why it’s missing? Would be great if anybody can help me there!

  You can’t upload any themes for sites hosted here at WordPress.com. The only available themes are listed here:
  http://theme.wordpress.com/

  You can only upload themes for self-hosted WordPress.org sites. Please see this page to learn more about the differences between .org and .com.
  http://en.support.wordpress.com/com-vs-org/

  What is the template you bought? Depending on the company you bought it from, you might be able to get a refund. It’s worth a try anyway.
