Add new theme

  Hi there,
  I would like to add a new theme to my WordPress blog.
  I have saved the file on my desktop, but I don’t have the option ‘Add new theme’ in the Appearance /Themes section on the dashboard.
  Is that normal?
  Any other simple way of installing my new theme?
