Add new – theme function is missing

  I want to add a new theme in my wordpress, but when I go to appearance > theme there is no ‘add new’; when I actually click Theme, I see the default, but I still cannot upload a theme, browse any (the screen is blank), or add any new ones.

  Help!

  This is also a fresh install of wordpress

  The blog I need help with is: (visible only to logged in users)
