  I am trying to add a pay pal html as a widget but it is just coming up as regular text. I am doing it incorrectly or do I need to upgrade from the free plan??

  Are you following these instructions: https://en.support.wordpress.com/paypal/

  The normal Paypal instructions will not work on WordPress.com.
