  On WordPress.com sites, you’ll need the WordPress.com Business plan or higher in order to add third-party plugins. Some features are built-in and unlocked at various levels of paid plans. You can see a list of those features here: https://wordpress.com/support/plugins/

  As above you would need to business plan in order to upload plugins to the site.
