Add Plugin: 'plugin does not exist in the wordpress repo'

I’ve been trying to add plugins to several sites inside the wordpress.com management UI but i’m getting a ‘plugin ______ doesn’t exist in the wordpress repo’ failure message despite being plugins that absolutely do exist in the repo, such as iThemes Security and Scripts n Styles (by unfocus). Is anyone else seeing this feature fail?

You can’t use Plugins here at WordPress.com. Plugins are only a feature supported by WordPress.org.
WordPress.org is what you use to create your self hosted website. There are numerous difference in WordPress.com and WordPress.org, they are outlined here: https://en.support.wordpress.com/com-vs-org/
If you are trying to use Plugins, you are going to need to create a WordPress.org site.

That’s not quite correct. I am using a jetpack-enabled self-hosted WordPress.org site. WordPress.com provides a management interface for any sites connected through jetpack and there is a feature that allows you to add/remove/update on those sites.
This feature is not currently working. -
