Add "Plugin" to the New content link in the Admin Menu Bar

  Currently under “New” in the Admin Menu Bar there is Post, Media, Page, and User. Adding Plugin to these choices will be useful and create a greater user experience.

  The blog I need help with is: (visible only to logged in users)
