Add plugins

Hello,
I want to add a plugin to my wordpress-hosted site. As the wordpress codex says, this should be possible by using the wordpress build-in plugin installer (http://codex.wordpress.org/Plugins_Add_New_Screen). Unfortunately my admin page is missing the appropriate menu item and the “Add New” menu does not have any “Plugin”-item as well.
Are there any ways to get this possibility?Best wishes,

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.

Were there any particular features that you were hoping to add?

I would like to add a plugin called “Post Teaser” to show only a summary of my articles on the start page instead of the whole text. This is a feature I currently miss.
