Add plugins

Greetings.
I´d like to ask if WordPress.com could add the following plugins to its list:
– One capable of supporting a dual language website.
– One capable of supporting a login page menu to allow for a personal area for registered users only to see from my website.
– A plugin for paypal and similar services.thank you very much in advance.
The blog I need help with is: (visible only to logged in users)

However I would really like that wordpress.com could allow us to add plugins or add plugins like these:
WPGlobus, Polylang, qTranslate-X, xili-language or Sublanguage
To their list, at least for the language part, since i´ve tried some of the above solutions but they dont cover my needs unless I buy another domain.In the case of the password protect its an idea but i really need to create a personal area for registered users. like the WP Customer Area plugin.

WordPress.com does not allow the use of plugins for various security reasons. However, the most popular plugin functionality is included within all the WordPress.com sites automatically.
If you absolutely need to increase the functionality of your site through the use of plugins then setting up a self-hosted WordPress.org site through a reliable hosting provider is the way to go.

I have a wordpress.com site and due to wanting to add plugins that are not available, I would like to find out how to change the site to a wordpress.org site. Do you have a “how to change from .com to .org” how to guide for dummies? Please can you help me?
