Add "sign-up to get emails window" when someone goes on the blog

  Hi!

  I know there is a difference between wordpress.com & wordpress.org. I have a wordpress.COM account. Is there any way possible I can somehow add a pop up window that allows users to sign up for emails when there is a new post? I already have the widget, but I wanted to see if I can add the window.

  No you cannot add a pop-up to a blog hosted by WordPress.COM.
