Add Static Home Page to WordPress.com Blog Possible?

  I have a blog on WordPress.com as you can see. I would like to add a static Home Page to serve as an entry point or welcome screen.

  I have seen several articles that appear to give easy how-to steps to do this, but they appear to be addressing and using the wordpress.org software. For example one article started off the process with instructions to click on the Administrative Panels button. There is no such button in My Dashboard or anywhere that I have been able to find.

  So, is it possible to do what I want with a blog on wordpress.com?

  If so, is there an article that discusses this for wordpress.com, not the wordpress.org software?
