Add sticky side menu on pages

I have menus at the top of some of my pages that direct to anchors on the page. I’m trying to figure out how to put the menu on the side and have it stay on the side when you scroll down.
Right now it’s just a list below the title and I think it looks clunky. Ideally I want it to have a transparent background and just have the links visible as you scroll down the page.Here is one of my pages that has that menu:
