"Add User From Community" option not available

I have a WordPress site I use for my blog (www.thejustindavis.com), but I’ve recently helped create a separate tech blog. I wanted to use my previous WP profile to create content on this new blog. However, the person who created the site can’t find an “Add User From Community” option under the Users dashboard. I had him add me as an administrator by sending me an invite through an email so I could find it, and it turns out I can’t find it either. The “Add New” button is there, but it only sends us to the form to fill out when inviting a non-member of WP to the site. What’s missing here and how do we fix this so we can easily invite people with existing WP profiles to be authors on the blog?

We need the URL of the site you are having user problems with.

If the site is a WordPress.ORG site that is not hosted on WordPress.COM then there will not be an Add Users from Community option.

It’s Techcitement.com, and it looks like it’s a .org site. Shoot. I guess no one here can help me then.
