Add Users option not displayed

I work at a school and have created a blog website bridportprimary.wordpress.com. I am just using WordPress via the internet. I would like to let pupils and teachers add blogs to the website, however I do not get an Add User option on my Users section. I get an invite user which isn’t quite what I want. How do I get an Add User option?

If you’re talking about having other users contribute posts to your blog then (as long as they are already signed up) here’s how to add users to your site, and here’s a list of the user roles you can choose from. Please be aware though that the terms of service state you need to be at least 13 years old to register for an account.

Basically then WordPress is not suitable for primary schools, as the children will not be able to comment on blogs that the teachers have submitted and children will not be able to create their own blogs either as they will not be over 13?
