Add widget to static page?

Is there a way to add a widget to a static page?
Here’s what I’m ultimately trying to do:
My theme supports a ‘menu’ just below the blog’s header. I want some sort of way – I don’t care exactly how – to have an item in that menu that takes people to where they can sign up to follow the blog by email.
The only way I can think of would be to create a page and put the Follow with Email widget on the page, then have a link to that page in the menu.
If there’s some other way, that’s fine too.
The blog I need help with is: (visible only to logged in users)

PS I know how to put widgets in the sidebar and I’ve already done that. But I want a link to ‘Follow by Email’ also in the menu in addition to the sidebar.
(The reason is, if the blog is viewed on a small browser window or tablet, the sidebar gets pushed to the very bottom of the page where no one will see it. Nor can I rely on people people on the expanding hidden sidebar on the left.)

You set up a follow blog widget first here > Appearance > Widgets > Follow Blog Widgets by using this guide > http://en.support.wordpress.com/widgets/follow-blog-widget/
Note that widgets now have “visibility” settings so we can select which pages they display on. See here: http://en.support.wordpress.com/widgets/#widget-visibility
