I would like to know how to add a domain name and how I can upload a template to this website. I would like both domains to direct to the same page. Is that possible?

To add a domain to your site, you can follow this guide:
https://wordpress.com/support/domains/register-domain/#instructions-for-registering-a-new-domainKeep in mind that you need to have a paid plan to be able to add a custom domain.
If by saying template you are referring to a theme, it is totally possible to do so. With the WordPress.com Business or eCommerce plan, you can install any theme you’d like.
Finally, it is possible to have two domains direct to the same page. You can register multiple domains to your site, and you’ll need a paid plan to set up one of the custom domains as your primary address. What you need to is by adding a domain:

You can setup a redirect by following this guide here:

You can’t upload a custom html template on WordPress.com, but you can copy the design of the template by creating your own page using a theme that supports Site Editor.

Hi there,
I just want to note that you do not need the site redirect upgrade mentioned above. That upgrade is for when you want to send traffic away from your WordPress.com site, to a completely different website.
If you add your own domain name as @cuellin explained above, your free example.wordpress.com domain will automatically redirect to your custom domain, and you don’t need to do anything extra to make that happen.
