How do I add a forum to my wordpress.com such as this one I am posting on this vary minute? If I can’t add this type of forum is there a simple code forum I could use?

Did you do a forum search first? Lots of people ask, and the answer is: you can’t have one within your blog. You can have one outside and link to it. As for which forums are good, that’s not a WP.com technical question, so your best bet for finding the answer is Google. We won’t be able to help you here.

Okay then I change my question is it possible to have somebody reading my blog, be able to post on my blog, so say my blog is a review blog and I want my self and my readers to be able to post, so they can post there reviews to. Is that possible?

No, readers cannot post. They can make comments. If you want anybody who reads it to be able to post on it, you either have to invite everyone via email (which means you have to already know their email) or you want to have a wiki instead of a blog. Wikis are designed so anyone can post. Try Mediawiki or I like Wikispaces.com as well.
