  WordPress.COM does not allow us to add/uploading a new/custom plugin. It only supports built in plugins.

  (If you want you can post your plugin idea on this forum: https://en.forums.wordpress.com/forum/ideas, so that WordPress can look into it and if they find it useful enough, they might consider building.)

  I see that you want to add a static landing/home page on your site. To do that you do not need any plugins.

  Follow the instructions given here: https://en.support.wordpress.com/pages/front-page/, to set up a static landing/home page.
