Adding a link to the top bar.

I have created another page and given it a URL, but I don’t know how to add it to my homepage on the top link bar so that people can see it and get to it. Is there a way to do this or do you have to upgrade?

You don’t have to upgrade.
You can add a page to the top bar using the “Menus” settings, which you will find under the “Personalize” headline in your wordpress.com control panel. You can go there directly following this link: https://wordpress.com/menus/neilsreviewroom.wordpress.com
Once you’re there press the small blue “+” symbol, right above where it says “Add new item”. You can then select whether to locate the new page (or link to a page, actually) above or below one of the menu categories that’s already there. After choosing one of the two, you can set the name you want for this new item. Then, press “Page” and choose the new page you created beforehand.
