Adding a new locale to the WordPress.com translations

Hello, I’ve bumped into quite a problem when trying to translate Jetpack for self-hosted sites.
First, I found out that the comment form is hosted here in WordPress.com. So I got here and tried to contribute to the translation I need.
But then, I couldn’t find a translation for the Spanish (Mexico) locale at all. Is there a way to add it or is that something that needs consensus from the translation teams?
I’d very much like to contribute if there’s a way.

I also made you a validator of the project, so you can enter, approve, and import translations.

Thank you! I’ll try to translate as much as I can, not just the Jetpack strings. I’m surprised no one from my country volunteered before!
