Adding a new page on the top level.

  I have been trying to add a new page as an option on the menu bar. I have used ‘Page Attributes’ to slide the ‘Top Level’ toggle to the right and put the number 4 in the order box in an attempt to have the new page display as fourth on the menu bar. I have also published the page. The page will display in ‘Preview,’ but no where on the actual blog. Am I doing something incorrectly or is something not working as it should?
