  I am unable to create a new post.

  There is no publish button. I am viewing this message since new update of wordpress

  Are you logged into the blog as a Administrator ?

  If yes also please clear the browser cache once and check.

  Yes i am logged in as administrator.

  Also i have cleared cache multiple times and checked by logging in through different networks as well.

  In the screen shot you can see an error in post.php. I dont know what that means.

  Really no clue.
