adding a new private user

I have an upgrade for unlimited private users on my blog. I used to be able to add a new private user through the Privacy tab, which brought up a list of current users (still does) along with a box to type in the WordPress username of someone you want to add (now missing). What happened to the box? In its place is a clickable “invite viewers to your blog.” Is a “viewer” the same as a private user? I can’t find a definition for that role in the documentation. Is this the new way of adding a private user?

Viewers can only read blog content. They cannot contribute any content.
