Adding a new site – issues

    I have just installed WP and I’m trying to use it to design a website hosted locally via wampserver.
    I go to ADD A NEW SITE
    It asks for a domain
    I click add domain later
    It then goes to plans and hangs completely

    Self-declared URL: not yet created
    Jetpack: Unknown
    WP.com: Unknown

    The blog I need help with is: (visible only to logged in users)
