Adding a new theme

I am having trouble finding the add a new theme tab. I downloaded a theme from envato and I cant understand how to upload it. I have registered the relevant name servers on Godaddy. Can you please help.

I’m wondering – are you using the self-hosted version, WordPress.org?
To clear up any confusion, WordPress.com and WordPress.org are two different entities. At WordPress.com, we provide hosting, support, and tons of features for blogs. With WordPress.org, users are provided access to all backend files and can upload custom themes and plugins.

The only reason I ask is that themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:
