Adding a new wordpress theme from a non wordpress website, servers

Hey,
I want to make my blog a better blog and I have no idea on how to do that. I hear I have to download the latest edition of WordPress. But I don’t know how to do that. I want to eventually have a domain name. I’ve been looking at tutorials. But I’m so lost. Can someone help me?

Yes: read the sticky thread at the top of the forum on the differences between WordPress.com and WordPress.org. That will take a load off your mind; you’re worrying about things that don’t apply to you.

So will I be able to get a different layout from another site? I want to add some spice.

Not if your blog is hosted at WordPress.com. You will only have access to what is available from Design -> Themes in your dashboard.
If you have a WordPress.org installation, the world is your playground…

If you have knowledge using CSS, you can purchase the Custom CSS upgrade to modify the styles of the themes.
