  How can I add a small paragraph right in the red area of my Blog name?

  That is your header. You can add an image with text in it, instead of the red rectangle.
  The image should be: “Images of exactly 730 x 180 pixels will be used as-is.”
  With text, I’d recommend using a gif or png rather than jpg or jpeg.
  dashboard > appearance > custom header

  Keep in mind that unless you hide the title of the blog, your design should take it into account.

  Yes, but not when asking the question, which is why I saw no red and couldn’t provide any help. The site linked to the name uses an entirely different theme.

  Right, I saw no red either when he first posted, but you answered before I finished typing.
  I get tired of asking for links. I image a chain, about a mile long made of all those absent links…
