Adding a plug in

Hi I would like to add the word press visualizer plugin, but for some reason my plugin page does not have that option. It only allows me to upgrade my plan. Why is that, and what can I do to add the visualizer app?

You are confusing wordpress.com hosted blogs and wordpress.org software installs.There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. https://en.support.wordpress.com/plugins/
What you see directs to limited plugins exclusively for WordPress.com Business users who can integrate eCommerce features in their site by using eCommerce partners ( Ecwid, Shopify or Gumroad).

https://en.support.wordpress.com/ecommerce/Blogger installed plugins are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality.
