Adding a plug-in

I can’t seem to figure out how to add a plug-in I downloaded to help customize background images for each page. Is this a premium feature? I can find the plug-in page, but not the ‘add’ button every tutorial keeps saying should be there. Just wondering if that is not a free feature or if I am just missing it.

There is no FTP access to any wordpress.com sites. WordPress.com sites have some built in plugins http://en.support.wordpress.com/plugins/. However, if you are reading anything that makes you think that we bloggers can install plugins, advertising, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.

Oh I see! I was confused and looking at something for wordpress.org and didn’t realize! Thank you for clarifying!
Do you know of a way then that I could change the background for each individual page? Is that a feature available? I can’t seem to figure it out.
