Adding a plugin to free WordPress.

I found ‘The Events Calendar’ plugin for WordPress. Their directions simply tell you to ‘add new’ plugin. I do not see this option on the free WordPress. Just ‘Uploading your own plugins is not available on WordPress.com.’ A simple sentence saying, for example, that paid levels allow this or some other direction would be helpful. Please advise. Thank you.

There are two types of WordPress. One is where you register a domain, buy hosting, and set up your site using the free software from WordPress.org: https://wordpress.org/
With that version, you’re able to do anything you want with your site including installing plugins. The instructions you read were for that version of WordPress.
The other version is here on WordPress.com, where you get a free domain (yoursite.wordpress.com) and free hosting. All the tech stuff is handled for you, however, there are some restrictions. One of those is that plugins aren’t allowed to be uploaded. A lot of plug-in functionality is already built in, though: http://en.support.wordpress.com/plugins/
