Adding a scrolling ‘newsbar’ to my blog – is this possible?

Firstly, I’m presuming this is a CSS question? Do point me in the right direction if it’s not however.

I’d really like to add a scrolling ‘newsbar’ to my site (very like the ticker tape things that run along the bottom of the news channels) so that I can detail upcoming posts or any breaking news. Ideally I’d like to be able to put it above my menu tabs on the home page and possibly also at the bottom of the page too.

Is this possible to do? If so, how??!

The blog I need help with is: (visible only to logged in users)

“Scrolling” means a visitor would have to drag a bar to see the rest of the content: ugly and not user-friendly. “Run along” (=auto scrolling) would require types of code not allowed in wp.com.

If you have important messages you want viewers to notice you could always create a post and make it sticky. This does push the rest of your content further down the screen though.

And a few themes include a frontpage Notice option – see here, 4th paragraph:
