Adding a second line of text/statement of intent to header

Hi,
I’d like to be able to either add a ‘subtitle’ to the header text on the site OR post a brief “statement of intent” – ie 2-3 lines that stay at the top of the site that explain what the site is about. I know I can make a static page, but that eliminates my most recent posts from being shown.
Anyone have any suggestions how I can accomplish this?

What katm suggests is your only alternative. it will do the job but it doesn’t look very nice. -

actually, thanks for the suggestion – I did purchase the css upgrade and will now have to figure out how to do this.

Although there is no staff support for learning css editing there are css resources here http://faq.wordpress.com/2006/08/15/where-can-i-find-css-customization-help/
Also from time to time, usually in the evenings after the working day some of those who do have css skills will lend a hand.
