Adding a site maintenance page

Hello my site has been up for a while and I was to redesign the content, menus and use a new theme. I don’t want to go private with the site as visitors will think the site has gone. So I want to use a site maintenance holding page while I work behind the scenes. Can I do this on a wordpress.com site? I have the personal plan. Thanks

WordPress.com software doesn’t have a Maintenance Mode option, but you can make your site Private: https://en.support.wordpress.com/settings/privacy-settings/

Thank you. I would still like a page there to let people know the site is still there – can I make one page public and set that as homepage while making all other pages private while I work on them?

Or better still can I duplicate the site – work on a copy- then upload the new site and take down the original? That way there would be no interruption for visitors.

Or is there a way to duplicate the site content and work on a copy? I do not have a folder of the images I have used can I export these from wordpress and rebuild the site afresh?
