  Only sites with the WordPress.com Business plan or higher can upload third-party or custom themes to their website. If you wish to upgrade, you can check out the plans and the pricing here:
  https://wordpress.com/pricing/

  You can choose and customize from the many free themes that are available, you can check the below link for all the free themes available:
  https://wordpress.com/themes/free
