adding a title

  Can I add a title just before all my post and that it will not move.
  For example. I would like it to say. Welcome To My Blog.

  The blog I need help with is: (visible only to logged in users)

  Use a theme that allows a Tagline.

  I just changed themes. How do I tell if the theme allows tags?

  Tagline. Not Tags.

  You go to Settings->General on the dashboard, you put one in there, save it, and see if it shows up on the blog.
