Can I add a user without requiring them to create their own WordPress blog?

I invited some users to my blog, most of them do not already have a blog created with WordPress.com. When they get my invitation message it tells them to create a WordPress blog. Is there a way to add them as Bloggers for my Blog without them having to create their own WP site?

Users can click on Sign up for just a username in the sign up form if they don’t want to start their own blog.
Also note that you can use the following link to direct users to a sign up form that will let them sign up for just a user name, and won’t show the new blog options:

Thank you but this link goes to a page that asks me to create a blog and the title of the blog.
Can I pay to have this removed or do I have to install WP on my own servers to stop this signup/blog requirement.

You will need to log out of WordPress.com in order to see the correct page. If you are logged into your WordPress.com account, that link will automatically redirect you to create a new blog because you already have a username. If you aren’t logged in, it lets you sign up for just a username and no blog.
