Adding a user without setting up a new blog

Hi,
I am trying to create a new user to author a blog, however when they receive an email to sign up they are asked to create a new blog. We do not want to do this for each person so how can I set up a new user to post on our blog without setting a new blog up under their name?
The blog I need help with is: (visible only to logged in users)

They can reject, only an account is necessary.

If they reject, then they can’t proceed to register an account!! This is really Catch-22 and I can’t believe there isn’t some help with this.

Nope, you’re wrong. They need only the account, no need open a blog.

Then please tell me how someone can open a wordpress.com account… I can’t seem to manage it without giving a sitename.
