Adding Administrators

Trying to add an administrator to my blog, but since the design has changed, I can’t find where to do it on dashboard.
The blog I need help with is: (visible only to logged in users)

The recommendation is for one Admin per blog and there’s very good reason for that given what I have observed over these last 7 years.
