  I am the new admin for our site. I want to edit a pdf form. If I cannot, how do I delete old form and add new one.

  Is this on https://fan1960.wordpress.com/?

  You won’t be able to edit the existing file in the media library, no.

  To replace it, edit the post/page where the file appears. Remove the reference to the file there, then use the file block to upload and insert the new file (or you can embed the file so its actual content appears directly on the page, instead of just a link:

  https://wordpress.com/support/embedding-a-pdf-file/

  Once you’ve updated the post/page, then go to My Site ->Media, search for the old file in the library, and delete it.

  Note that the new file will have a new URL as well, so if you link directly to the file from multiple places, you’ll need to update all those links to point to the new file. Replacing the file while keeping the same URL is not possible on WordPress.com.
