Adding and managing Tags via WP Admin

  I would like to edit and manage my tags as part of a clean up/re-organisation. I found this document: https://en.support.wordpress.com/posts/tags/ where it says ‘You can add new tags and manage existing ones from Posts -> Tags in your dashboard.’, but I can’t for the life of me find this part on my blog. I’m using the free version on wordpress.com. Can anyone point me in the right direction?

  You need to use your classic dashboard:
  https://artskaleid.wordpress.com/wp-admin

  An you can edit/add/delete tags from
  https://artskaleid.wordpress.com/wp-admin/edit-tags.php?taxonomy=post_tag
