Adding animation to image when hovered

Hi!
On my ‘In the Press’ page (https://careerfear.org/in-the-press/), I’d like to have an animation when someone hovers over the images of the press releases. This is similar to what I’m looking for:

I need the image to have a similar sort of animation that makes it clear where the press release is coming from, so they know where the link is going before they click on it. The captions WordPress proves aren’t animate or exciting enough for this purpose. I should be able to choose what text appears on the animation, just like in website I linked.

Hi there, this would require changes to the theme itself and is not something we can really do with CSS alone. I shouldn’t say “can’t” as we can, but it would require creating a separate CSS rule for each and every post on an ongoing basis, each time you created a new one.
There are some themes here that will show the title of a post when you hover over the featured image, or show the title over the image even when not hovering. Ubud comes to mind.

pictorico also does it – but same as above, it is more photoblog orientated but my understanding of your goal tells me it will do just fine – hope this helps
