adding comment field in HTML body of all posts

We recently had some feedback that some users don’t like the wording “No comments” that is associated with our theme (Digg3). As we have some international audiences, some people interpret this is “No comments allowed.” Aside from simply switching themes (no other wordpress.com hosted themes have custom image header and page navigation features), I would like a way to insert a bit of HTML code into the bottom of all posts- similar to what can be done in Blogger with ” title=”permanent link”># permanent link
This is the best my limited HTML coding knowledge could come up with for WordPress:

Freshy has the No Comments link as well. Alternative text, such as “Leave a Comment”, “Add a Comment” or even just “Comments” really would be more welcoming.

Is this the kind of issue that could be easily modified on the user level with the CSS upgrade?

No, the change cannot be made in the CSS, the text is set in the underlying theme files, which we do not have access to. Also, there is no way on Digg 3 to hide or remove the “no comment” link below the post. It is tied in within the CSS with other stuff, and hiding it would also hide all other post metadata except for the post title.
The same is true for Freshy. Everything below the post (tags, categories, edit link – it would all disappear.
