Adding Custom Menu (or a category) to a Static Page?

  I want to embed a list of constantly updated posts from a single category as part of a static page that contains other information. It looks like I can download and/or create a plugin to do this at .org, but is this possible with .com, perhaps with Custom CSS?

  There is no FTP access to WordPress.com blogs and we cannot install any plugins. Read this for clarity > http://support.wordpress.com/com-vs-org/
